2025 Water Conservation Plan

(Click here to read our 2025 Water Conservation Plan)

What is a Water Conservation Plan?

A Water Conservation Plan exists to ensure that our community uses water wisely today while protecting reliable supplies for the future. In Utah, these plans are not only best practice, they are required by state law for most water systems.

1. It’s Required by State Law

Under Utah’s Water Conservation Act, public water systems with more than 500 connections must create and update a conservation plan every five years. These plans are reviewed by the state, and systems that fail to comply can lose eligibility for state funding or loans.

2. It Protects Future Water Supply

Water is a limited resource, and Utah’s population is growing rapidly. Conservation plans help ensure there will be enough water to meet future demand by reducing unnecessary use today.

3. It Reduces Water Use and Waste

These plans outline specific actions and strategies to:

  • Improve water efficiency

  • Reduce per-person water use

  • Encourage responsible use by both the provider and customers

4. It Supports Long-Term Community Sustainability

By managing water responsibly, conservation plans help maintain:

  • Reliable drinking water supplies

  • Economic stability (since water supports businesses and growth)

  • Healthy ecosystems like rivers and lakes

5. It Aligns with Regional and State Goals

Water conservation plans help communities meet broader regional conservation targets and adapt to Utah’s unique climate and water challenges.

GWSSA's Commitment and Role in Conservation

We are demonstrating our strong commitment to responsible water management by going beyond basic state requirements and developing a conservation plan that is both comprehensive and forward-looking. Rather than treating conservation as a simple compliance task, we are focused on long-term sustainability by carefully planning for future growth, water demand, and environmental challenges. Our approach emphasizes protecting limited water resources while continuing to provide reliable service, showing the consumer a clear dedication to the health and stability of the community.

We have a deep understanding of local conditions. Serving a high desert region with limited and variable water supply, we have tailored our strategies to reflect real environmental constraints and risks. At the same time, we are promoting conservation through education, outreach, and regional collaboration, ensuring that water efficiency is a shared responsibility.
